God expands provision for whom He wills, and He straitens. And they exult at the life of this world; but the life of this world compared with the Hereafter is only a passing pleasure.

Allah expands provision to anyone He wills and restricts it. They rejoice in the life of this world. Yet the life of this world, compared to the Next World, is only fleeting enjoyment.
God gives the provisions for whom He wishes, and He is able. And they were happy with the worldly life, but the worldly life compared to the Hereafter was nothing but a brief enjoyment.
Allah grants abundant provision, or gives it in scant measure according to His Laws (17:18-21). And they (rejecters of the Divine Values) rejoice in the life of this world alone (without investing in the Eternity). But the life of this world is a fleeting pleasure compared with the Hereafter (2:200-201).

Those who are enchanted with the life of this world should know that it is nothing compared to the Hereafter; God (for the reasons that is mentioned in this Book) gives more (to whoever He decides) and less (to whoever He wills. )
