As well as Pharaoh, the tyrants before him and the cities who were engaged in nothing but sins .

And Firaawn (Pharaoh) came, (i. e., after Thamûd and Aad) and whoever were before him and the (cities of) falsehood, (i.e., the people of Lût "Lot") with their (habitual) sinfulness.
Pharaoh also, and those who were before him, and the cities which were overthrown, were guilty of sin;
And Firon (Pharaoh), and those before him and the cities overthrown, committed the same habitual sin,
Pharaoh and his predecessors and (the inhabitants of) the overthrown cities (of Sodom and Gomorrah) persistently indulged in evil ways.
Then brought Pharaoh and those who were before him, and the towns that were overturned, iniquity.
