And are, of what they do with the believers, witnesses.

And they, to what they were doing against the believers, were witnesses.

They witnessed and enjoyed what they were doing to those who recognized Allah with hearts impressed with the image of religious and spiritual virtues.
… threw the believers in the fire and were watching them to be burnt.
