Nor does he utter the Word out of his desire.

Nor does he give utterance to words, moved by selfish motives, or utters error against Allah and commits his heart to inequity,
Nor does he speak out of his whim.
Nor does he speak of (his own) desire.

Nor does he speak of his own whims.
He does not speak out of (his own) desire.
he does not speak from his own desire.
nor speaks he out of caprice.
nor speaks he out of lust!
Nor does he speak out of (his own) desire.
And in no way does he pronounce (any word) out of prejudice.
Neither doth he speak of his own will.
And he does not say (anything) from (his own) desire.
He does not say anything out of (his own) fanciful desire.
